Let’s Encrypt certificates are issued when the site is created and renewed without you asking, with guard rails so a misconfigured domain cannot burn through the issuing limits.

The panel waits for DNS to settle before asking for the first certificate, so a domain that is not pointed yet does not spend one of your attempts.

A daily sweep also picks up anything that failed the first time. Renew by hand and the panel checks DNS before it tries.
